Text On 21 December 1993, in an address to the Belgian Section of the European League for Economic Cooperation (ELEC), Jean-Jacques Rey, Director of the National Bank of Belgium (BNB), gives a progress report on Economic and Monetary Union (EMU) on the eve of the transition to the second stage, scheduled for 1 January 1994.
