Bild ‘From Summit to Summit.’ In June 1983, as the Stuttgart European Council takes place, the German cartoonist Hanel illustrates the difficulties experienced by the Member States of the European Economic Community (EEC) in reaching a compromise on the question of the funding of the Community budget.
