In this interview excerpt, Adrien Meisch, Luxembourg Ambassador to Washington with accreditation to Canada and Mexico from 1974 to 1983, explains how, following the decision taken at the World Administrative Radio Conference (WARC) in Geneva in January 1977 to assign each European country five channels for direct broadcast by satellite, preparations got under way for the launching of a Luxembourg satellite. He particularly mentions the role that Pierre Werner, Minister of State and President of the Luxembourg Government from 1959 to 1974 and from 1979 to 1984, played in this plan, which led to the establishment of the Société Européennes des Satellites (SES) in 1985. Finally, Adrien Meisch emphasises the considerable national and international opposition to the plan at the time.
