On 19 September 1967, French Foreign Minister Maurice Couve de Murville sends a telegram to Jean-Marc Boegner, French Permanent Representative to the European Communities (EC), in which he sets out France’s position on the draft treaty on the non-proliferation of nuclear weapons within a Community framework. Maurice Couve de Murville explains that France does not intend to take part in the discussions on the treaty provisions because it has no intention of signing the treaty. He also believes that the questions raised by the treaty fall exclusively within the jurisdiction of the EC Member States. It is therefore not for the European Commission to take sides on this matter.
