Du 1er au 2 octobre 1954, à l'occasion du congrès de la Fédération des syndicats néerlandais (Nederlands Verbond van Vakverenigingen, NVV), Geert Johannes Nicolaas Maria Ruygers, vice-président du Parti du travail des Pays-Bas (PvdA) et parlementaire néerlandais prononce un discours sur les enjeux de l'intégration politique et économique de l'Europe occidentale et revient sur l'échec de la Communauté européenne de défense (CED).
