Elmar Brok, The Convention for a European Constitution
Text In November 2003, Elmar Brok, European Parliament representative at the European Convention, welcomes the outcome of the Convention and calls for the Heads of State or Government to adopt the draft European Constitutional Treaty in its entirety.
