‘European Parliament welcomes "observers" from the EU candidate countries' from Le Monde (7 May 2003)
Text During the year leading up to the accession to the European Union of the 10 new Member States due to take place on 1 May 2004, the European Parliament and the Council welcome observers sent by those countries with a view to preparing their political and administrative staff for the Community structure.
