Video In this interview excerpt, Wilfried Martens, Belgian Prime Minister from 1979 to March 1981 and December 1981 to 1992, looks at the actions of the Dutch Presidency of the Council of the European Communities in 1991 which attempted, without success, to submit an alternative to the plan submitted by the preceding Luxembourg Presidency; the Dutch idea was to create a single tree structure for the European Union rather than the pillar structure.
