Text On 9 November 1989, Rudolf Seiters, Head of the German Federal Chancellery, welcomes the announcement made by Günter Schabowski, Spokesman for the Government of the German Democratic Republic (GDR), of the adoption of a more relaxed law on travel which allows crossing points along the Berlin Wall to be opened.
