On 16 February 1978, in anticipation of the negotiations on the renewal of the Lomé Convention, the African, Caribbean and Pacific Group of States (ACP) presents a draft memorandum on future relations between the ACP States and the European Economic Community (EEC). The ACP Group particularly focuses on the reason for this renegotiation, the repercussions of the new international economic situation for the ACP states and the development of EEC cooperation policy. The memorandum also contains proposals on the strategy that should be adopted during these negotiations.
