Texte On 9 December 1970, the Permanent Representation of Luxembourg to the European Communities sends a note by Raymond Barre, Vice-President of the European Commission with special responsibility for Economic and Financial Affairs, to Gaston Thorn, Luxembourg Foreign Minister, and Pierre Werner, Luxembourg Prime Minister and Finance Minister, in preparation for the forthcoming discussions with the United Kingdom on economic, financial and monetary issues.
