Texte On 28 July 1950, in anticipation of a meeting in The Hague between British Foreign Secretary Ernest Bevin and his French counterpart Robert Schuman, Bernard Clappier, Head of Schuman’s Private Office, drafts a note for him in which the institutions of the future European Coal and Steel Community (ECSC) are briefly described.
