In October 1979, the Committee of the three wise men - composed of Barend Biesheuvel from the Netherlands, Edmund Dell from Ireland and Français Robert Marjolin - submit to the European Council their report on improving the mechanisms and the procedures of the Community institutions.
On 1 and 2 December 1980, meeting in Luxembourg as the European Council, the Heads of State or Government of the Ten give their verdict on the report by the Committee of the Three Wise Men.
In his editorial of 24 October 1979, Emanuele Gazzo, Editor-in-chief of Agence Europe, comments on the proposals included in the report by the Committee of the Three Wise Men, with regard to the development of the Community institutional system and, in particular, the strengthening of the powers of the European Parliament.
