Seit 1950 setzt sich Robert Schuman für die Gründung der Europäischen Gemeinschaft für Kohle und Stahl (EGKS) ein. Als eine der Ursachen dafür erwähnt er die Unzulänglichkeit der bestehenden europäischen Organisationen und insbesondere die des Europarats.

Dieser Archivbeitrag zeigt die ersten Schritte des Europarates im Jahre 1949 nach dem Kongress der Europäischen Bewegungen in Den Haag im Mai 1948.

„Europarat … Keine Prognose. Hiermit eröffne ich die erste Sitzung … Hiermit schließe ich die letzte Sitzung.“ Im August 1949 fragt die deutsche Satirezeitschrift Der Tintenfisch nach der tatsächlichen Wirkung der neuen europäischen Organisation

Diese Karte zeigt die europäischen Staaten, denen im Rahmen des Marshallplanes amerikanische Wiederaufbauhilfe angeboten wird, die sie akzeptieren oder ablehnen, und die Staaten, die am 16. April 1948 in Paris die Gründung der Organisation für europäische wirtschaftliche Zusammenarbeit (OEEC) beschließen.

Am 25. August 1949 protestiert die deutsche Wochenzeitschrift Die Zeit gegen die mangelnde europäische Überzeugung, die in den Debatten der Beratenden Versammlung des Europarates zu Tage tritt, und befürwortet den Beitritt der BRD zu dieser Organisation.

On 5 September 1949, referring to the numerous criticisms directed at the Council of Europe, La Gazette de Lausanne emphasises the role and activities of this newly founded European organisation and speculates on the future of the OEEC.

On 10 August 1949, at the first session of the Consultative Assembly of the Council of Europe, Paul-Henri Spaak is elected as the Assembly's first President.

On 19 October 1949, in anticipation of the meeting of US Ambassadors in Paris, the US Secretary of State, Dean Acheson, writes a note in which he sets out the essential elements required to promote European economic integration and emphasises France’s leadership role in this matter.

On 4 November 1949, given the disappointing results provided by the OEEC in terms of European economic unification, the French daily newspaper Le Monde reports on the forthcoming discussions between the United States, France and the United Kingdom on the future organisation of Europe and the status of Germany.

On 20 December 1949, the Dutch daily newspaper Het Parool speculates on the action of the Organisation for European Economic Cooperation (OEEC) in favour of European economic integration.

On 18 January 1950, in an address to the Foreign Press Association in Rotterdam, Dirk Stikker, Netherlands Foreign Minister, states that the Netherlands is keen to work towards European integration, and calls on the press to support this effort to establish closer relations between European countries.

On 18 February 1950, the British Foreign Office sends a telex to its representation in the United States outlining the criticism voiced in the national press by Paul Hoffman, US Administrator of the Economic Cooperation Administration (ECA), concerning the reluctant stance adopted by the British Labour Party and His Majesty’s Government with regard to European economic integration.

On 28 March 1950, in an internal note, the British Foreign Office analyses the strategy pursued by Paul Hoffman, US Administrator of the Economic Cooperation Administration (ECA), with regard to increasing the pace of European economic integration.

Am 12. April 1950 fordert Robert M. Hanes, Leiter der für die Verteilung der Marshallplan-Hilfen zuständigen Economic Cooperation Administration (ECA), die westlichen Länder zur stärkeren wirtschaftlichen Integration und zur Einrichtung eines gemeinsamen Marktes in Europa auf.

Am 13. April 1950 beschreibt die deutsche Wochenzeitung Die Zeit den Kampf der Beratenden Versammlung des Europarates um mehr Einfluss und kommentiert die Auseinandersetzung zwischen dem Europarat und der Organisation für europäische wirtschaftliche Zusammenarbeit (OEEC).

In April 1950, the German satirical magazine Der Tintenfisch portrays the growing number of projects designed to come to the rescue of a Europe in the throes of integration.

Im Vorfeld der nächsten Sitzung der Außenminister Frankreichs, der Vereinigten Staaten, des Vereinigten Königreichs und der Benelux-Staaten in London kommentiert die deutsche Wochenzeitung Die Zeit am 4. Mai 1950 die unterschiedlichen Kooperationsvorschläge, insbesondere den französischen Vorschlag eines Atlantikrates des Friedens.

Am 13. Mai 1950 fällt der ehemalige belgische Premierminister Paul Henri Spaak - unter dem Gesichtspunkt der europäischen Integration - ein eher negatives Urteil über die bestehenden internationalen Organisationen, wie die Organisation des Nordatlantikvertrags (NATO), die Organisation für Europäische Wirtschaftliche Zusammenarbeit (OEEC) und der Europarat.

In seiner Rede anlässlich der Eröffnungssitzung der Hohen Behörde der EGKS am 10. August 1952 im Rathaus von Luxemburg weist der erste Präsident der Hohen Behörde Jean Monnet auf die Unterschiede zwischen den supranationalen Institutionen der EGKS und denen der anderen europäischen Organisationen hin.
