Text On 22 May 1999, the daily newspaper Luxemburger Wort publishes an article by Archduke Otto von Habsburg, outgoing MEP and President of the International Paneuropean Union, in which he deplores the obstacles to the enlargement of the European Union to include the countries of Central and Eastern Europe (CEECs).
