Council Decision 96/736/EC (13 December 1996)
Text Council Decision of 13 December 1996, adopted in accordance with Article 109 J (new Article 121) paragraph 3 of the Treaty EC, on embarking on the third phase of economic and monetary union. The European system of central banks (ESCB) and the European Central Bank (ECB) exercise fully their powers and responsibilities from the first day of the third phase of economic and monetary union, on 1 January 1999.
