Draft Treaty — Fouchet Plan I (2 November 1961)
Text On 19 October and 2 November 1961, in accordance with the task conferred upon it by the Conference of Heads of State or Government of the Six, in Bonn, on 18 July 1961, the Fouchet Committee submits a first Draft Treaty on European Political Union (Fouchet Plan I).
