Text In this memorandum, dated 16 July 1951, the Secretariat General of the Council of Europe outlines the various proposals for emblems for the organisation on which the Committee on Rules of Procedure and Privileges is required to make a choice and to draw up a report to be submitted to the Consultative Assembly.
