Text En mai 1950, les services du ministère des Affaires étrangères du Royaume-Uni rédigent une note interne sur les dangers d'un réarmement trop précipité de l'Allemagne de l'Ouest et invitent la délégation britannique participant à la réunion des ministres des Affaires étrangères des Quatre (États-Unis, France, Royaume-Uni, Union soviétique), à ne pas évoquer cette question lors des futurs débats.
