On 5 June 1970, the Directorate-General for Committees and Parliamentary Studies publishes a document comparing the second Barre Plan (EC Commission), the Werner Plan (Luxembourg), the Schiller Plan (Germany) and the Snoy et d’Oppuers Plan (Belgium), all of which were drawn up with a view to the establishment of an economic and monetary union.
On 15 October 1970, the European Parliament’s Economic Committee publishes a draft interim report on the establishment of an economic and monetary union.

At the meeting of the European Parliament’s Economic Committee on 23 and 24 November 1970, a draft additional report on the establishment by stages of an economic and monetary union is examined.
On 27 November 1970, at the request of the Economic Committee, the European Parliament’s Finance and Budget Committee examines the issues surrounding economic and monetary union on the basis of the Werner Report, submitted to the Council and the Commission, and unanimously adopts this opinion.
Following the publication of the final Werner Plan (8 October 1970) and the European Commission’s proposals based on this plan, the European Parliament’s Economic Affairs Committee draws up an additional report on the establishment by stages of economic and monetary union in the Community. In its first report on this subject dated 15 October 1970, the European Parliament’s Economic Affairs Committee was only able to refer to the interim Werner Plan of 29 May 1970.
On 29 December 1970, the European Parliament adopts a resolution on the establishment by stages of economic and monetary union in the Community, on the basis of European Commission proposals concerning the Werner Report.
