Text On 7 December 1994, commenting on the progress of preparations in Luxembourg for the second stage of Economic and Monetary Union (EMU), François Biltgen, lawyer and Christian Social MP, delivers an address to the Luxembourg Association of Banking Lawyers (ALJB) in which he outlines the aims of the bill that he submitted to the Luxembourg Chamber of Deputies in order, in particular, to reform the status and the tasks of the Luxembourg Monetary Institute (LMI).
