Text On 8 May 1948, Jean Drapier, Principal Private Secretary to Paul-Henri Spaak, Belgian Prime Minister and Foreign Minister, emphasises to the members of the Political Committee at the Congress of Europe in The Hague the importance of establishing a precise definition of a democratic regime, as understood in Europe.
