Text On 6 December 1978, commenting on the outcome of the Brussels European Council held on 4 and 5 December 1978, the French daily newspaper Le Figaro welcomes the decision taken by the Heads of State or Government of the Nine to introduce a European Monetary System (EMS) on 1 January 1979.
