Text On 15 July 1991, Guy Noppen, Executive Director for Belgium and Luxembourg at the European Bank for Reconstruction and Development (EBRD), grants an interview to the Belgian daily newspaper Le Soir in which he gives an initial assessment of the Bank’s activities.
