Text In a diplomatic cable dated 20 October 1970, the Italian Embassy in Brussels informs its Foreign Ministry of the outcome of the official visit to Bonn by Pierre Harmel, Belgian Foreign Minister, and of his talks with counterpart Walter Scheel and Federal Chancellor Willy Brandt. One of the main subjects raised was the implementation of the Werner Report.
