Text In a diplomatic cable dated 25 November 1970, the Italian Permanent Representation to the EEC in Brussels informs its Foreign Ministry of the conclusions of the EC Council of Ministers meeting chaired by Karl Schiller, which saw an initial exchange of views on the Werner Report and the Commission’s proposals for the establishment by stages of an economic and monetary union.
