Text On 31 January 1966, Rolf Lahr, Junior Minister in the Foreign Ministry of the Federal Republic of Germany (FRG), presents the opinion of the Federal Government on the outcome of the extraordinary Council meeting held on 28 and 29 January in Luxembourg, at the end of which the Six reached a political compromise which ended the empty chair crisis.
