Text On 18 March 1970, the Directorate-General for Economic and Financial Affairs of the Commission of the European Communities (CEC) publishes a set of tables comparing the four plans for the achievement by stages of an economic and monetary union: the Werner Plan, the Schiller Plan, the Belgian Plan and the CEC Plan.
