Text On 21 December 1970, as part of the procedure for the adoption of the Netherlands’ national budget, the Standing Committee on Finance of the House of Representatives of the Dutch Parliament consults Finance Minister Hendrikus Johannes Witteveen on the drafting of a plan by stages for an economic and monetary union.
