Text In February 1950, in the light of US criticism of the slow progress of the European integration process, Paul-Henri Spaak, President of the Consultative Assembly of the Council of Europe, outlines the reasons for certain difficulties and emphasises the importance of intensifying efforts for the establishment of a united Europe.
