Réunis à Lisbonne les 2 et 3 décembre 1996, les chefs d’État ou de gouvernement des États participants de l’Organisation pour la sécurité et la coopération en Europe (OSCE), adoptent la déclaration de Lisbonne sur un modèle de sécurité commun et global pour l’Europe du XXI siècle et soulignent l’importance de l’activité du Forum pour la coopération en matière de sécurité (FCS) concernant la maîtrise des armements.
