Guy Verhofstadt, A vision of Europe (21 September 2000)
Text On 21 September 2000, in Brussels, Guy Verhofstadt, Prime Minister of Belgium, presents his vision of Europe and suggests, amongst other things, that a declaration signed by the Fifteen be drawn up to indicate where the ultimate goal of the European Union lies.
