In this interview excerpt, Jean Mischo, Director of the Political and Cultural Affairs Directorate at the Luxembourg Foreign Ministry from 1983 to 1986, describes the work that led to the reform of European Political Cooperation (EPC) so that it could be incorporated under the heading of European foreign policy in the Single Act that was signed on 17 and 28 February 1986. The work for the reform of EPC took place under the Luxembourg Presidency of the Council of the European Communities from July to December 1985.
