Interview with Norbert Schwaiger: the development of transparency in the Council (Brussels, 22 November 2006)
Video In this interview, Norbert Schwaiger, former Head of the Press Service at the General Secretariat of the Council of the European Union, summarises the progress towards transparency in the Council. In particular, he presents the ‘Birmingham Declaration’, dated 16 October 1992, and the Edinburgh European Council, held on 11 and 12 December 1992, as the first important stages of the process of openness in this institution.
