Text On 17 and 18 January 1966, during the extraordinary meeting of the Council of Ministers of the Six in Luxembourg, Maurice Couve de Murville, French Foreign Minister, submits to his European partners a document including 10 suggestions, known as the ‘decalogue’, concerning the role of the European Commission and its relations with the Council.
