On 29 December 1984, the Spanish daily newspaper El País reports on the meeting of the monitoring committee for the negotiations in the Spanish Congress of Deputies held the previous day, during which Fernando Morán, Spanish Foreign Minister, expressed doubts that Spain would accede to the European Economic Community on 1 January 1986.
