On 16 October 1980, the French delegation to the Council of Western European Union (WEU) proposes a series of amendments to the draft reply by the Council to Assembly Recommendation 349 on the impact of the evolving situation in the Near and Middle East on western European security. The points to be amended particularly include the case-by-case assessment of the desirability of arranging Atlantic consultations on matters outside the scope of the Treaty of the Atlantic Alliance, but the amendments are only partly taken into consideration in the final version (C(80)140).
