Statement made by Michel Barnier on the importance of a European Constitution (Vilnius, 10 February 2005)
Text On 10 February 2005, during a visit to Vilnius, Lithuania, Michel Barnier, French Foreign Minister and former representative of the European Commission in the European Convention, sets out the main implications of the Treaty establishing a Constitution for Europe.
