Text On 9 February 1957, Raymond Bousquet, French Ambassador to Belgium, forwards to Christian Pineau, French Foreign Minister, a telegram in which he informs him of the draft reply of the six Member States of the European Coal and Steel Community (ECSC) to the British memorandum on the establishment of a free trade area in Europe.
