‘The Twenty-Five enter into a difficult debate on the draft Constitution’ from Le Monde (4 October 2003)
Text On 4 October 2003, as the Intergovernmental Conference opens in Rome, the French daily newspaper Le Monde describes the climate of division and uncertainty with regard to the draft European Constitution among the 15 Member States of the European Union and the 10 countries which will officially accede to the European Union on 1 May 2004.
