Texte In a speech delivered in Paris on 28 May 2001, Lionel Jospin, French Prime Minister, expresses support for the vision of the European Union as a ‘Federation of Nation States’ and for a proposed European Constitution, the drafting of which would be entrusted to a Convention, following the method used to draw up the Charter of Fundamental Rights.
