Présentation de l'origine et l'évolution du processus d'Helsinki, de la Conférence sur la sécurité et la coopération en Europe (CSCE) à l'Organisation pour la sécurité et la coopération en Europe (OSCE). La vidéo montre en particulier les buts de la conférence au moment de sa création pendant les années de la guerre froide, son influence comme instrument de la détente entre l'Est et l'Ouest et sa transformation en organisation aux nouvelles tâches suite à l'effondrement du bloc communiste.
