Texte Het naar aanleiding van de intergouvernementele conferentie van Amsterdam op 16 en 17 juni in het Spaanse dagblad El País verschenen artikel beschrijft de ontwikkeling van het systeem van de stemmenweging in de Raad sinds de oprichting van de Europese Gemeenschappen en vat de polemiek over de hervorming ervan samen.
