Joint communiqué issued by the Foreign Ministers of France, Germany and Spain on the issues surrounding the Maastricht European Council (Paris, 11 October 1991)
Text On 11 October 1991, with a view to the forthcoming Maastricht European Council, the Foreign Ministers of France, Germany and Spain issue a joint communiqué in which they outline the main principles on which the new treaty should be based. Among other issues, they emphasise that Western European Union (WEU) is an integral part of the process leading to European Union and that it could be given the task of implementing the security and defence policy.
