Texte On 5 December 1969, three days after the end of the European Summit in The Hague, the British daily newspaper The Guardian highlights the problems encountered during negotiations on the first enlargement of the European Communities, which arose, in particular, from the difficulties experienced in finding a compromise between the protection of national interests and the need for a strong, centralised European power.
